Title: Strengthening the Institutional Capacity of the Ministry of Education of the Republic of Azerbaijan

The overall objective of the project is to strengthen the institutional capacity of the Ministry of Education (MoE) to manage, monitor and support the process of the education sector reform with efficacy and in line with the Development Concept “Azerbaijan-2020: Look into the Future”, approved by a Presidential Decree in 2012.
This is accomplished through the following:
Modernise the organisational structure of the MoE for adapting to current and future needs of the education sector in Azerbaijan, as defined in the "National Strategy for the Development of Education in the Republic of Azerbaijan” and the Education Law;
Ensure that a required number of experts, management and support staff of the MoE, is properly trained to efficiently operate, manage, and administer the role, functions and tasks of the Ministry in line with the “Action Plan on the Implementation of the National Strategy for the Development of Education in the Republic of Azerbaijan” and the Civil Service Law.
Identify the institutional and operational capacity needs of the MoE
Develop a medium-term strategy and action plan for modernisation and institutional capacity building of the MoE
Develop proposal for modernisation of the organisation structure of the MoE, based on functional review
Improve professional and managerial capabilities of the HR department staff to further develop and modernise the HRM and administration system of the MoE
Develop and test procedures, guidelines and internal policies required for the management and administration of the human resources in line with the applicable law
Identify and address capacity building needs of the staff at MoE headquarter in Baku
