With oversight of the Oil & Gas Project Office in the Ministry of Finance several studies have been carried out by international consulting firms related to sector diagnostics and design of reforms. The timelines set for improving the gas sector performance are ambitious. Reform initiatives have started, implementing deliverables for the sector stipulated in the Presidential Resolution, July 2019.


Considering the multitude and fast pace of reforms taking place in Uzbekistan at the moment, there is a need to consolidate oil and gas sector reform diagnostics, design studies and implementation activities already carried out by GoU prior to this assignment and identify any gaps related to institutional and structural requirements for a) policy and strategy setting, b) regulatory oversight and c) sector operations by SOE''s, benchmarked against reforms in other countries and world-class best practices. The output of this analysis would inform a Reform Roadmap and a high-level Reform implementation plan.

  • Prepare an As-Is Diagnostic and comprehensive problem statement

  • Evaluate the operational and financial performance of the gas sector

  • Review and consolidate the studies that have been carried out prior to this assignment on behalf of GoU by international consulting firms related to sector diagnostics and design of reforms

  • Benchmark sector and SOE performance against international experience

  • Assess the ability to attract foreign investment in the value chain

  • Define a comprehensive problem statement inclusive of the potential impact on other sectors of the economy

  • Define a vision for the gas sector and quantify the benefits it will bring

  • Define the gaps in the consolidated diagnostics, design and implementation activities carried out by GoU prior to this assignment

  • Propose recommendations for gap closure through reforms, including segmentation of the subsectors, reporting lines, legal reforms, SOEs performance and roles and responsibilities within each segment

  • Design a roadmap and high-level implementation plan to achieve the vision with clear goals and milestones

  • Provide guidance to the Project Office of the Ministry of Finance on the recommended reforms
